increase the weight...get a proper diet and they should grow...keep your reps in between 6-8 and make sure that the weight is heavy enough to make u fail at the 8th rep...

I agree with DJ, i normally do chest and tri's together ... by the time my chest routine is done my tri's are already exhausted so the reps burn like hell ... but it does work

I use
1. the rope - full range without splitting at the bottom.
2. hammer-grip dips
Both HEAVY as i can. Rope is normally drop-sets.
In my younger years primarilly skull-crushers.

My Tris are pretty big .
Skull crushes followed by tri push downs then overhead press downs.
Dips work as well...

Maybe try drop the weight a bit and increase the reps... Sometimes you need to shock the muscle a bit, to get it to grow, and this might work... Its like Calves, they require higher reps..I use

Close grip bench and body weight dips are the best for triceps.

Go HEAVY AS HELL on tri push downs, then when cant go no more, use the rope on 50% of what you did on the push downs.
I think of tri's like calves... "the set only begins, when you feel the burn"
I also found that, like Vega5 said, dips with extra weight, I normally throw on 2 20kg weights!
