Reducing BF% prior to bulking cycle

Height:1.76 m
Mass: 90kg
BF; +/- 18% - 20% (i know it high whole point of this post)
BMR: 2000 CALS
ADEE: 3555 (from 1 June intense training to drop BF%)
I would like to drop BF as fast as possible and as safe as possible to. i plan to drop my ADEE to 2800 Cals per day
so i will be dropping 755 Cals a day, this means if my calculations are correct
755x30= 22500
therefore there are 7700 Cal in a kilo of fat i would drop just over 3kg in body fat.
So at my current weight i have 17.1 kg of fat that i could get down to 14.1 if im strict on myself. which i am when eating but i tend to push myself crazy hard at the gym when i need to reach a goal and exceed them.
either way 14.kg would put me at (assuming its just fat loss)15.5 % body fat.
My question would this be ok to start a bulking cycle with 15.5% BF? i have been told that i would want to get it in the range of 12% and lower, would it be a good idea to drop my ADEE by more than 20% to get there faster.
im no scientist but would increasing my carbs to a higher level and reducing my fat intake increase this process less fat mean less body fat right, assuming im not eatting these complex carbs.
FYI I want to do this BF% reduction without taking anything not even over the counter meds.
Advice on how to tweak this concept i hope i have my facts correct.

And stop worrying about your bulking cycle get yourself lean first and unfortunately if your the type that's got yourself into the state it is now... No 15% isn't low enough. If you loose any more than 1kg of fat a week your loosing muscle.
When you see your abs your ready to bulk, face it when your trying to gain muscle gaining some bf is going to happen if you REALLY want to gain so be in a position to do it properly.

Still high i know but have not been on a strict eating plan in age since hurting myself.
but i do plan to drop those numbers down over the next 3 months to below 12%, i must be honest i dont mind loosing a bit of muscle mass in the process as at the end of the day i would like to have a leaner look for comps in the furture

That's good that you have a time frame.
You just need to be very disciplined....starting yesterday. Lol
Do the simple things that people over look. You may already know this but cut sugars and heavy starches ie white rice etc.
It made a huge difference for me.
I hear you with the stocky problem. I'm a short ass and im 98kgs now 1.75m tall.
My bf% was also pretty high due to doing nothing for 8 years. Got my metabolism up by doing some running before I started gyming, then the food came in and then I started training again in January.
Just remember that if you want it bad enough it will happen. It's all up to you.
Good luck and if you need more help etc give the fellas a shout.
Oh and sort the eating our because that's the winning ingredient.
