That is a very broad topic and also a topic that is not well enough studied over long periods of time... It has positive and negative effects on the body. Again dosage plays a big part, if you using 4-5 units a day. I have a 2 friends who are professional bodybuilders one in SA and one in the UK both who have had heart surgery and blame hGH for the cause saying that it increased the size of their heart to the point that it never had enough space in their chest. Very scary stuff, I have spoken to a number of medical professionals on this matter and most recently Dr Campbell (Nefrologist) who runs the Sunninghill dialysis ward who informed me of a few theories on other growth (cancer namely).
So is it safe to use year round? Well I don't know, and I wouldn't take that chance either. The decision should be yours to make, many people will turn a blind eye on hGH and say there is nothing wrong with it and provide very similar studies to the next about no possible side effects, I have quite a few articles saying otherwise.
Is it effective? Nowhere near as effective as steroids, is it worth using over a short period of time? hell no.. Minimum 3 month supply, should one use it when hGH levels are already high, late teens, early 20's? I don't think so... Some studies go on to suggest just like anything being artificially added to your body suppresses natural supply without the ability of a 'PCT' to trigger supply again and rapid aging once the treatment is discontinued..
If you a genetic freak, you probably will never need hGH, if you not you probably will to develop new cells to expand on later cycles.. Again, you need to spend quite a bit of research on this topic and don't like other turn a blind eye to the big warning notices around it.
