Try taking as much of your shoulders out of the chest movements even if you have to drop the weight down initially to get a better feel of the chest working. Play around with rep tempos and squeeze at the top.

Just seconding both oupa and lobo here. Chest has always been a problem area for me as for the first few years of training my shoulders dominated the movement and I didn't know why. My front delts and lats seemed to grow more than chest. Drop the weights like lobo said and focus in the mind muscle connection. Imagine there is a grape between your shoulder blades that you're keeping in place throughout the movement. I.e. you're shoulders are depressed and retracted. Also, when pressing with dbells, keep the weight slightly outside shoulder width at the top of the movement, it keeps tension on your pecs.

For lower chest I love weighted dips and using cables. Using the top cables you stand up completely straight with your arms out to the side parallel to the ground. Then do a cable crossover pulling the cables all the way down and sqeeze the crap out of your chest at the bottom. Important to stand up straight and bring the cables straight down and not pull them forward. Decline bench - meh
